Or you can purchase a VPN subscription that lets you connect through different countries. I have one that lets me connect through dozens of countries and it's faster than the Tor network. It isn't iron clad security, but it gets around any geo-based IP blocking, and would work in this case as well.
So if the ISP's act on this recommendation, it will lead to many more people downloading and using Tor.
In fact, I think that the tor version is the main one and that the clearnet version is just a mirror.
