Her job is to coordinate her people, not to be some ambassador between PR and the world. Most of the issues centered around lack of coordination/response infrastructure; this does not roll in from the USG every time there's a disaster, but is supposed to be a function of local and state authorities. Helping people on the ground is not the job of the mayor, organizing what's necessary for thousands of her own citizens to be able to do that for each other is. |
