> you would still have to incentivize people to go the legal way and pay 15% more It seems to work just fine for tobacco and alcohol - a black market certainly exists for these drugs, but it's tiny in comparison with legal sales. On top of this, the increase in safety - getting a pure product that is what it claims to be - would likely be a no-brainer for most users. |
