As far as I'm aware it is. If you know of an implementation done before 2008 I'd love to know about it.
PC-Write had it in the 80's.

jEdit appears to have had multiple cursors since at least 2005, though I don't know how useful they were.
Out of curiosity: I looked up the jEdit developer and it turns out that he's currently working on the Swift compiler at Apple!

They worked great and I stayed with jEdit long past when it was reasonable to do so because of that and so many other amazing features.
Why did it stop being reasonable?
jEdit was a seriously under rated text editor, I used the CRAP out of it in college.

OS X has always had it, albeit a fairly limited implementation. Try it in TextEdit.
