If an AI can run on a universal Turing machine, then it can run on a Turing-equivalent platform like ether.
That doesn't make it a good or economical idea.

On the contrary, it's a great solution for AI risk: run the AI on a blockchain, and hackers will find plenty of ways to disable it if it starts to get out of hand.
