this problem has been introduced in a driver update around march. but it has been fixed for me (lenovo x1 yoga) in the latest synaptics touchpad driver update v19.3.4.97 [0]: [Problem fixes]
- Fixed an issue where Touchpad Driver might cause high cpu usage of
"WmiPrvSE.exe".
