I think the threat with ai is unethical research from dictatorships. Dictators have access to expendable humans. Expendable humans are a source of training data. Once there is enough computing power to record all human input and output from birth, the technical part is already solved. Imagine what Stalin, mao, or hitler would have done if deep learning was around back then.
