I partly agree with you. Banning ICOs will affect lots of potential disruptive and genuine initiatives. Albeit, it also safeguards the people's hard earned money, which majority of them are going to lose out on. IMO, education and liable regulations for the benefit of both the parties is a much better option, but to speak in favour of a governing body, is a lot more tedious.
