Though I agree with your comments on the complexity and inherent difficulty of a merit-based system, it doesn't make a lot of sense to plop 'civil disobedience' in there. https://www.merriam-webster.com/dictionary/civil Illegal immigrants are not citizens. Or were you talking about the coyotes with US citizenship? Most wouldn't call that civil disobedience. |
