Hi! Is this limited to U.S. citizens only, or people with existing work authorization?

Would the USDS consider foreigners who don't have a work visa for the U.S.?

I'm not part of the USDS, but I do work for the feds. There are some exceptions for senior executive positions and other exception jobs, but for run of the mill civil service jobs you must be a US citizen.
