This has nothing to do with net neutrality. Google is giving you the option to use their private network (which is the default) all the way to the edge, or to stop using it after the local region. They're not discriminating traffic based on it's content or who you are.

It's the same as installing a direct line from your house to Google's DC. It's a private network that you pay more for, or you can just use the internet.
