Not sure about when, but I think that restrictive software licensing combined with Moore's law guaranteed wasted computing power. Companies that sold both hardware and software had an incentive to soak up that power to encourage perpetual upgrading. It grew wasteful "software ecosystems". That or testers should fail more software that doesn't run quickly on low end hardware. |
