Appears they accounted for whether amount of study time increased as a result of the ban. From the study: We find no change in reported study hours, which suggests
that we can eliminate effort adjustments as one channel of

My thought on this is focused mostly on the fact that the city was apparently filled with "problematic drug tourism". In other words it appears they're saying the city was becoming (if not already) a "college party town".
