ccTLDs (Country Codes) are always two letters. gTLDs aren't.

The gTLDs have a pretty strict ICANN contract they have to follow; ccTLDs are looser.

_ASCII_ ccTLDs are always two letters. There are ccTLDs in other scripts that are of variable length (.ไทย, .ελ, .укр, .한국 etc.)
ccTLDs are loosers? Not according to their increasing registration figures.
