In the UK or at least the north of Ireland 20 years ago it was illegal to have information useful to terrorists. It is information crime. (It was usually used if the victim was also being prosecuted for membership of the IRA.)

They will probably try honeypots and informers and relax the entrapment rules. Need to be careful they do not end up propping up all the terrorist groups with different branches of British 'intelligence' groups... Or maybe they have learnt from past experience.
