At this point, is anyone else feeling like there's might be some vendetta-driven campaign directed against them?
If there is, they don't have to do much other than to make Uber's shitty practices more public.
Somebody very much wants them to fail.

It's starting to feel like the campaign to pump up all the Russophobia

Except there's more evidence of Uber's failings than for the accusations levied against Russia.
