Holding people responsible for their actions is cheaper than bailing them out, both locally (it costs nothing in every single case) and globally (people are more careful to stay out of trouble in the first place if there is no bailout). Socialism is expensive and only in the last century made barely possible at all.

Many communities to this day can only afford shaming and there are lots of people raised on the ideals of personal responsibility and staying out of trouble for the good of you and others who would have to support you if shit goes wrong.
