You would need at least a stop sign, as the green arrow mandates you to stop.

But a stop sign at an intersection with traffic lights is only to be used as a 'backup' for when the traffic lights fail, so it wouldn't be in force?
I've seen cases where the 'stop' sign is just a red circle, and then it changes to a green arrow pointing to the right when you're free to go.
