From my position, people should seek refuge in their region and eventually return home. The USA can always send aid in the form of workers, money, logistics, and more.

People do. Dadaab is the largest refugee camp in the world. It's in Kenya, near the border with Somalia. It houses >250k people.

There are millions of Syrian refugees, and a vast majority of them have taken refuge in neighboring countries: Turkey, Jordan, Lebanon.

To be fair, climate change will very likely create hundreds of millions if not billions of refugees fleeing north in the coming decades.
