Why not empower the people who pay for the product? The consumer? (students / parents)

Sad that some parents care less than their teachers, but that's probably the root of 75% of education problems.

For the same reason patients aren't empowered to make their own medical diagnoses. Trained teachers can be much more effective than untrained parents.
