It almost entirely depends on the willingness of Congress to enforce the rules, and more importantly the spirit of the rules. I say "amost" because the Supreme Court has a part to play, but it's in a bad shape right now (highly polarized, split 50-50, with an opening for just about any old stooge to be helicoptered in). |
