I think he means "even though it uses the .in TLD, it's not directly related to India".
I was being obtuse ;-) It is actually a play on words so that you can have nice urls like http://howmuchsugar.in/broccoli-cauliflower-florets-asda

More seriously, Open Food Facts is a mobile crowdsourcing effort, and we have volunteers from all the planet :-)
