I've yet to find the magic trick that makes kids do chores especially three year olds! I'm not sure how they solved this

Punishment maybe? I think making 3 year old kids clean is abhorrent. Get them to help you tidy, not scrub toilets.

Actually the opposite. Make it fun. Make it a family event. Give rewards for doing their chores.
