The Investigatory Powers Bill will still pass in Britain, if not now, when we leave the EU in 2018.

Yes. We can no longer rely on an outside authority to police our government for us. We need to find a way to make our own government work for us.
This is still an important step and very significant for other EU members.
Speculation, but it would probably depend who was leading the government then and also whether all existing European law had been re-implemented into UK law as part of the process to leave.
