My ass it was designed that way. It was sold that way and continues to be lobbied that way because it's an easy emotional sell. But designed? No.

Also then fix it just for fixed income as an exception. Or make it a tax credit you can claim from state.

There are a ton of really easy and trivial solutions that any legislation that was designed to solve that problem could of used.

It didn't - they knew what they were doing.
