I can't comment on the validity of Scott Adams claims on being censored, but he wrote a long post about it. His claim isn't that the posts never appear, but that is there was a singular point in time when his 'influence' acutely decreased. I imagine twitter has a 'relevancy' number that is required for a tweet to appear on a timeline, I suppose this could be done by upping the required relevancy for the 'lightly censored' users.
