No Hindu is not an ethnicity, and RSS has more in common with say, Ayatollahs or Erdogan than with Hitler or Stalin.
Every strain of populism even the religious kind is not fascism. Before declaring India a fascist state you have 50 some "Islamic Republics" that fit the bill of your definition of fascism. edit: India is some how a fascist country for having a democratically elected right-wing party, but countries with Official state religions are not.
