Since it's based on MonoDevelop/Xamarin you should expect it soon.

So we were told when Xamarin was bought by Microsoft and Xamarin Studio made free. I just wanted to be able to make Android apps on Xamarin from my Linux laptop. Miguel de Icaza said on a reddit AMA they were already using MonoDevelop with Xamarin Android SDK internally, and would be releasing it.

Till date I cannot find anything Android related in MonoDevelop (or its available Add-ins).

What's Microsoft's game plan with this? Are they trying to drive more people towards Azure?

Yes, that was also the analysis for the recent Linux layer in Windows. At the same time Powershell was ported which allows Windows admins to continue to use their tools.
I wouldn't hold my breath
I'd guess OS X is an easier target to test the waters than Linux for now.

This is mostly focused on Xamarin (IMHO they're phasing out Xamarin Studio), and Visual Studio Code already offers a good .NET Core developer experience
