The reason is that the UK is best buddies with Ireland, while Cyprus and Malta are members of the Commonwealth and so their citizens get the same privileges as all other Commonwealth citizens (including the right to vote in UK parliamentary elections). That's not a non-imperialist argument, but it is the reason. |
