Because it's not meant to rank children against each other. It's meant to tell the parents and students how they are doing compared to the standard. If they have not met the goal, then something needs to change. If they have met the goal or exceeded it, there's not much to worry about. It's not like kids really learn much in elementary school anyways. Which is itself a problem, but a different one. |
