Is it actually $3 for the organization? It isn't clear if this is per-seat or per-organization.

I imagine it's 3$ per user, seeing as the pricing decreases based on how many users you have. It's also what TechCrunch seems to have assumed: https://techcrunch.com/2016/10/10/facebook-workplace/
