Because the Postal Service is provided for in the Constitution: http://en.wikipedia.org/wiki/Postal_Clause

Can't have a Constitutionally-mandated service wrapped in third-party advertising.

Reading this it just seems to grant the congress the right to create a Post Office. Is this the same as a mandate to provide this service?
