When you say obligation, do you actually mean that? An obligation is enforced by some sort of penalty, either legal (ultimately a threat of violence) or social (public shaming). There is no incentive for meeting an obligation outside of avoiding punishment, so why would individuals and private enterprises do any infosec work? |
