I see your point. However, a shitty surgeon would likely kill someone which would terminate his/her practice. A shitty programmer would keep making shitty software until the day he/she retires. Having said that I do agree that a simple technical conversation works well. The trick is weeding out the talkers which is fairly easy to do once you get to the nitty-gritty stuff and their wheels fall off.
