I just asked the author this (of http://www.theregister.co.uk/2016/08/10/microsoft_secure_boo...) and he said "the scripts and MS EFI binary are the same but the policy is not, I'm told" https://twitter.com/diodesign/status/763285858153664512

She copied the Windows Kits files, the Kits policy allows running user-mode not as admin debuggers, but doesn't unlock the device in any way.
