The CIA was heavily involved in drug trafficking in the US in the 1980s, so it's hardly surprising. https://en.wikipedia.org/wiki/Allegations_of_CIA_drug_traffi... If you need to do things off the books one of the best ways to do that is through illegal operations, something made easier when you can do these things with almost zero legal ramifications. |
