Ask HN: Are services like Clearbit legal (in Germany)?

I live in Germany where we have very strict rules in regards to saving personal data etc.

I read a lot about services like BuiltWith, Clearbit, Rapportive and similiar.

Clearbit obviously harvests data from multiple sources. Who gave them permission to? What if someone doesn't want to be in that list?

To Germans (with some law background maybe): Theoretically...could it have been founded in Germany?
