No, the members of the European Parliament are not required to ignore the impact of treaties on their own country. A nitpick: the EU does not write laws, they write directives. It is up to every country's national parliament to write their own laws that meet/implement the directives.

That's false: https://en.wikipedia.org/wiki/Regulation_(European_Union). The EU has the power to enact laws that are immediately binding on citizens of member states. Not only that, EU regulations preempt national laws, just like U.S. federal laws preempt state laws.
