Interesting that most of the requirements listed can be waived, including presumably the line of sight requirement (ie: for drone delivery): • Most of the restrictions discussed above are waivable if the applicant demonstrates that his or her operation can safely be conducted under the terms of a certificate of waiver.

They also do not explain or reference what it would take to get such a certificate of waiver. It's very likely that someone like myself cannot ever get one, but perhaps Amazon could? What if I'm a small startup, can I get the same treatment that Amazon could?
