I think we define "winning" differently. Win for me is discussion.

I'm not sure there is evidence supporting this yet. A journalist near the mayor could investigate where he got the idea to do fingerprint checks.

I agree that city officials are not as effective on their own as they are when surrounded by experts. I wonder who on the mayor's staff would advise him on tech issues.
