I mean, the guy does work at Facebook. It seems churlish to complain that he uses his company's product to share material.

The sad part is, it took me until your fourth sentence to realize it was a parody, not an actual TOS quote.
Often, "I couldn't tell that this was a parody" says more about you than about the thing being parodied.
I haven't observed that myself, but I suppose we all have different experiences in different environments.
You can also right-click that overlay, click "Inspect element" to open devtools, and hit delete to remove the overlay.
