There was actually a vote - the people enacted these laws.

I don't think that's quite true. I believe the legislators enacted the law, then there was an initiative to repeal the law that was voted down by the people.
That's actually backwards. The City created the laws, Uber/Lyft created "Proposition 1" to repeal them, and Austinites voted against the proposition.
Maybe I asked the wrong question. What sparked the debate? Was there an incident or a series of events that propelled this law into existence?
Really? Was there a referendum where the citizens of Austin were able to cast a ballot? Nobody I spoke with mentioned that.
The article included two signs asking people to vote each way.

It's my understanding that a law was passed by legislators and then a vote was made to repeal or keep the law. The public voted in favor of keeping it.
