Ive noticed this across the board with google with regard to developers. They half-ass everything programmers need to interface and use what they produce. Very frustrating.
Try to find documentation as well, most of the time it is scattered around developer blogs, SO posts or devbytes videos instead of being posted on the Android documentation website.
