Ideally there should be some sort of cross distro/OS working group (Debian/Ubuntu, Red Hat, SUSE, FreeBSD, NetBSD, OpenBSD, Mac OS X, etc.), similar to the working groups that standardize the web, where such proposals can be made, voted on and adopted.
