London is a real city, an Alpha++ City even [0]. San Francisco, and Silicon Valley, have millions of inhabitants but they are not a proper city. They are a collection of a sizable provincial city (SF) and many "suburb" cities. This, in my mind, makes the most difference. By the way, the homelessness issue is mostly in SF and East Bay.
