This can include cases involving 'damage to somebody’s mental health', but will be restricted to use by the National Crime Agency and a small number of major police forces." I can kind of see what you're getting at and could agree that they are sometimes misused. However having lived in several locations where just one terrible family of 4-5 people can make the entire road hell to live on for everyone else, day and night, for years, I'm inclined to support their use.
