- PostCSS (with plugins: cssnext, variables, mixins, nested, autoprefixer)

- Lost Grid

- Typographic (http://corysimmons.github.io/typographic)

- Boy - if I had to support legacy browsers (https://github.com/corysimmons/boy)

ButaneCSS is pretty close to what you want. I was hesitant to add lost grid but it is easy to add to the setup.
