I would favor a forum/board with topics over an chat (IRC/slack - very time consuming). As a last resort I could also use their mailing list.

besides irc/slack it seems what you're lookinn for is a combo of stackoverflow and the google group.

I think agree with you though, there's something missing without an organized forum/board, not elixir specific, just overall in our lives ;)
