I think the pro-user lobby (EFF, Wikimedia Foundation, Internet Archive and others) is strong and organised enough in the US that I don't think such a law would be politically possible today. No individual European country has an equally effective equivalent that I know of. I hadn't considered Australia, but you are right, that would be a good candidate as well. |
