I think another way to look at fear of ghosts is that it is a fear that something unknown about the environment contributed to the death. A house may be flawed in a subtle way that tends to lead to depression and suicide.. just as for cancers, problems like radon gas existed before they were identified.

Using such a view, past deaths on the same land in a different configuration are less "ghosty" as they no longer share as much in common with the suspect environment.

But by that argument, the landlord and/or builder should be paying up for their negligent design!
